Energy – The Free Patriotic Movement

ELECTRICITY
1. Preparing a policy paper for the electricity sector and having it approved in the Council of Ministers in 2010.
2. Purchasing energy from the two ships in Zouk and Jiyeh plants of a 370 megawatts capacity, which provides about 4 additional hours of electricity per day.
3. Completing Zouk and Jiyeh plants with a capacity of 272 megawatts, providing about 3 additional hours of electricity per day.
4. Developing of Zahrani and Beddawi plants, which secured 63 additional megawatts to the production capacity of Electricité Du Liban.
5. Completing by the international company Mott Mac Donald of the preliminary technical, economic and legal feasibility study for the project of adding 1500 megawatts of electricity generating units to the electrical network according to the IPP Modality system.
6. Elaborating a new electricity draft law (amendment of the current law).
7. Adopting a master plan for the electricity transmission sector for the year 2030 and completing the majority of the transmission projects noted in the electricity sector paper, which improved the situation of the electrical network in the various Lebanese regions:
  1. The project of establishing the national control center.
  2. Equipping the stations and transmission lines noted in the 700 Megawatts plan (Achrafiyeh – Bahsas – Dahyeh…).
  3. Equipping the marked stations by the Electricité du Liban (Sidon and Baalbek).
8. Establishing a partnership between the Electricite du Liban and the private sector through the Service Providers Project, which was able to improve the service to citizens, improve collection, rehabilitate and establish customer service centers, improve the conditions of EDL workers and secure protective equipment for them.
9. Starting to establish the network and the smart meters to stop waste and theft from the electrical network.
10. Electricité du Liban:
  1. Working on corporatization and modernization of the Electricité du Liban.
  2. Working on filling vacancies in the Electricité du Liban and making administrative formations.
  3. Working on solving the daily laborers’ problem11-Executing the electricity plan to stop the existing political obstruction and achieving 24/24 electricity without a financial deficit, after reforming the tariff and allowing citizens to save on their bills.
RENEWABLE ENERGY
1. Developing the National Energy Efficiency Plan (NEEAP) 2011- 2015.
2. Developing the National Energy Efficiency Plan (NEEAP) 2016-2020 and approving it in the government.
3. Developing the National Renewable Energy Plan (NREAP) 2016-2020.
4. Launching the NEEREA project and creating more than 10,000 job opportunities through loans granted by the Banque du Liban for renewable energy and energy efficiency projects.
5. Creating an investment market in the renewable energy sector with a volume of more than 700 million USD.
6. Giving licenses to the private sector to produce electricity within the PPP framework for three wind farms to produce electricity with a capacity of 200 megawatts, provided that execution ends in 2020.
7. Launching a project to generate electricity from solar energy farms with a capacity of 180 megawatts.
8. Building the first model solar field in Lebanon above the Beirut River with a capacity of 1 megawatt to increase to 10 megawatts.
9. Launching a solar heater project for each house to encourage citizens to buy a solar heater by providing subsidized loans and distributing a number of solar heaters for free.
10. Distributing more than 4,000 solar energy lighting poles, which contributed to raising municipalities’ awareness on the importance of using these technologies in public lighting projects.
11. Distributing more than 4 million energy-saving bulbs and creating awareness on the importance of rationalizing energy consumption.
12. Implementing NET METERING tariffs by linking renewable energy production directly to the EDL network by renewable energy individual producers.
13. Undertaking media and advertising campaigns to educate citizens on the importance of saving energy and using renewable energies.
14. Preparing an assessment of the legislative impact of the Energy Efficiency and Renewable Energy Framework Act.
WATER
1. Preparing the national strategy for the water sector and having it approved by the government in 2012.
2. Preparing the sewage management plan and having it approved by the government in 2012.
3. Preparing regional master plans for water and sewage (or sanitation).
4. Increasing the surface water storage by launching a number of dams (Al-Yamuna Dam – Al Kawashra Dam – Al Qaisamani Dam – Al Musailha Dam – Balaa Dam – Baqaata Dam – Bisri Dam – Jannah Dam) including the largest water system in Lebanon: Bisri – Awali – Jannah.
5. Reducing water waste in the distribution network through rehabilitation of traction lines and secondary networks.
6. Replacing and expanding water networks, constructing potable water and irrigation tanks, digging wells, constructing irrigation channels and protecting water courses.
7. Executing several networks and operating several sewage stations in all regions.
8. Launching a number of awareness campaigns to rationalize water consumption.
9. Attracting donations from the international community to mitigate the effects of the Syrian crisis and implementing several projects in water and sewage.
10. Applying strictness in granting licenses for drilling and investing in groundwater according to a special system approved in 2010.
OIL
1. Developing a strategic energy policy based on Lebanon relying mainly on gas, while providing all traditional and renewable alternatives.
2. Adopting the Offshore Oil and Gas Law.
3. Establishing the Petroleum Sector Management Authority and the appointment of its board of directors, setting all its systems and launching its work.
4. Opening the first licensing round to explore and extract petroleum resources in 5 offshore blocks.
5. Signing the Extractive Industries Transparency Initiative.
6. Benefiting from the sale of geological data to oil companies and bringing tens of millions of dollars in revenues into the treasury.
7. Creating various job opportunities within the oil sector and its complementary sectors and adopting the local content requirement (80%) of employment in the oil sector.
8. Launching the SODEL (Sustainable Oil and Gas Development for Lebanon) project with the United Nations Development Program (UNDP).
9. Signing contracts for exploration and extraction of petroleum resources and awarding the three companies’ consortium ENI, TOTAL, and NOVATEK on blocks 4 and 9 in offshore waters.
10. Launching a tender for the construction of strategic oil storage farms in Zahrani and Beddawi Re-launching the tender for gasification stations and their gas lines.
11. Developing a draft law for onshore oil, a draft law for oil facilities, and a draft law of the coastal gas pipeline (after the completion of all studies and the award file).
